About PIAFO 8.0

The focus of PIAFo 8.0 is to advocate for the institutionalisation and smart adoption of Dig-Once Policy in Nigeria as a critical enabler of seamless, cost-effective, and timely fibre optic deployment nationwide. The central theme is: “Accelerating Nigeria’s Digital Backbone: Dig-Once Policy, Project BRIDGE and Strategies for Effective Fibre Deployment.”

The event is scheduled to hold on Thursday, April 16, 2026 at Radisson Blu Hotels, Isaac John Street, Ikeja GRA, Lagos.

Dig-Once Policy promotes the coordinated installation of fibre ducts and conduits alongside roads, rail lines, and other major public infrastructure such as electricity poles at the point of construction or rehabilitation.

By doing so, it eliminates repeated excavation, reduces infrastructure damage, lowers deployment costs for operators, shortens rollout timelines, and improves public safety and urban aesthetics. The framework is imperative to significantly de-risk fibre network implementation and maximise long-term national value.

STRATEGIC OBJECTIVES

Nigeria’s ambition to build a resilient digital economy cannot be realised without robust, affordable, and ubiquitous fibre infrastructure. However, fragmented infrastructure planning, high right-of-way costs, repeated road cuts, and weak inter-ministerial coordination continue to slow progress.

PIAFo 8.0 is conceived as an action-oriented convening that brings together policy-makers and implementers across the digital economy and infrastructure value chain to:

1

Align federal, state, and local infrastructure planning around a shared Dig-Once framework
